How to Pass the Florida Dental Laws and Rules Exam in 2026

Florida requires a written examination on its dental laws and rules on every pathway to licensure. Dentist candidates sit the Florida Dental Laws and Rules Exam (FDLR) under rule 64B5-2.013, F.A.C.; dental hygiene candidates sit the Florida Dental Hygiene Laws and Rules Exam (FHLR) under rule 64B5-2.0135, F.A.C. They are two separate examinations — different rule, different item count, different fee — administered by ADEX/CDCA under contract to the Florida Board of Dentistry and delivered at Prometric test centers.

All of the above comes from the ADEX/CDCA vendor page, the 2026 ADEX Candidate Guide, and the current rule texts — the three documents that control these exams.

Three stale claims circulate widely, and each one is wrong by name:

1. "The exam has 64 questions" (for the dentist exam). That figure comes from the retired 2019 candidate booklet. The live vendor page says up to 67 items for the FDLR and up to 64 for the FHLR, each including up to 5 unscored field-test items. Details in our dated note on the current scope and item counts.
2. "Chapter 64B27 (dental laboratories) is tested." It appeared only in that same legacy 2019 booklet. The current scope is exactly three sources: Chapter 456, F.S., Chapter 466, F.S., and Division 64B5, F.A.C. Time spent memorizing laboratory registration rules from 64B27 is time taken from delegation, records, and discipline — the material the exams actually draw on.
3. "The Laws and Rules exam must fit inside the ADEX 18-month window." The 18-month completion window in the rules attaches to the ADEX clinical examination parts; the 2026 ADEX Candidate Guide lists the Laws and Rules exams as standalone computer-based exams. The only clock on the L&R exams is that registration credits expire 2 years from payment. Our note on the 18-month window walks through the rule text.

One more freshness fact worth carrying: both exam rules were amended with current versions effective June 1, 2026, at the end of their five-year review. The written exam requirement and the 75% mark were unchanged by that amendment — but prep citing pre-amendment rule text is one revision behind, and some of the amendment's stricken cross-references (like rule 64B5-2.0152) still appear in older materials. Finally, the number everyone asks for and nobody can honestly give: Florida publishes no pass rate for these exams. Results are pass/fail only, and neither the Board, the department, nor the vendor publishes aggregate outcomes. Any specific percentage you see elsewhere is unsourced. What is knowable is the structure — closed book, a 75% mark, 90 minutes, and delegation rules dense enough to punish guessing — and that structure is what the rest of this guide is built around.

Florida has no general reciprocity: an out-of-state license alone never confers a Florida license, and every pathway into Florida dental or dental hygiene licensure includes the Laws and Rules examination. There is no exam-exempt route.

The MOBILE endorsement row is the one relocating dentists must not misread. The Mobile Opportunity by Interstate Licensure Endorsement (MOBILE) Act, s. 456.0145, F.S., lets an out-of-state dentist or hygienist with an active, unencumbered license, at least 2 years of active practice in the preceding 4, and no disciplinary action in the preceding 5 years obtain a Florida license without retaking the clinical examination. But the statute lets each board require "a jurisprudential examination specific to state laws and rules" — and the Board of Dentistry exercised that option in rule 64B5-2.0141, F.A.C.: endorsement applicants "shall successfully complete an examination on laws and rules of the State of Florida regulating the practice of dentistry and dental hygiene." For an experienced relocating dentist, the clinical exam is not the hurdle; the Florida-specific law exam is — and it is a closed-book exam on statutes and rules you have never practiced under. Note also that the MOBILE rule is new (adopted December 2024, amended twice in 2025), so prep material written before 2025 does not mention this pathway at all.

The health access dental license carries the same requirement with a sharper edge. This special license (s. 466.0067, F.S.) lets an experienced out-of-state dentist practice in health access settings — community health centers, FQHCs, school-based programs, and the other settings listed in s. 466.003, F.S. — without the Florida clinical exam. Among its twelve criteria is passing "an examination covering the laws and rules of the practice of dentistry in this state." And under s. 466.00672, F.S., the board must revoke the license upon failure of the Florida dental licensure examination — so for these licensees the exam is not just an entry gate but a condition of keeping the license track alive.

Hygienists: you are the larger cohort, and the exam is yours too. In FY 2024-25 Florida issued 1,767 initial dental hygienist licenses versus 1,380 dentist licenses (Florida MQA annual report). Every one of those hygiene pathways — new graduates and relocating hygienists alike — includes the FHLR, because the endorsement rule quoted above covers both professions and s. 466.007, F.S., requires the written exam on the examination pathway. A hygienist relocating from a state with different supervision vocabulary is exactly the candidate the traps section is written for.

Two timing rules from the dentist statute round out the pathway picture. Out-of-state ADEX/ADLEX clinical scores are accepted at Florida's passing standard if earned after October 1, 2011 — but scores older than 365 days trigger a long list of additional requirements under s. 466.006(4)(b), F.S., including 5 consecutive years of full-time practice (at least 1,200 hours per year) and CE equivalent to Florida's last full biennium. And under s. 466.009, F.S., reexamination after failures is part-by-part, with additional education required after three failed clinical attempts. Neither provision changes the Laws and Rules requirement — whatever else your file looks like, the FDLR or FHLR is on it.

Application mechanics live with the Board: start from the Florida Board of Dentistry's dentist licensing page or dental hygienist licensing page, and register for the exam itself through the vendor.

The published scope for both exams is exactly three sources:

• Chapter 456, Florida Statutes — general law for all health professions: records ownership, controlled-substance prescribing, discipline grounds shared across professions, telehealth, unlicensed practice.
• Chapter 466, Florida Statutes — the Dental Practice Act: licensure, scope of practice, delegation, dentist of record, advertising, dental-specific discipline. Read it at Online Sunshine.
• Division 64B5, Florida Administrative Code — the Board of Dentistry's rules, where the statutes become operational detail: supervision definitions, task lists, CE hours, record content, sedation permits, disciplinary guidelines.

Florida publishes only one content weight: rule 64B5-2.0135(2)(c) caps Chapter 456 material at 3% of the FHLR. That single number should shape hygienist study priorities — nearly the whole FHLR lives in Chapter 466 and Division 64B5, which is where scope, supervision, and delegation live. For the FDLR no weights are published at all, so study by the structure of the law rather than by a rumor of emphasis.

The high-yield areas, by the law's own structure:

• Delegation and supervision (s. 466.024, F.S.; chapter 64B5-16, F.A.C.) — the highest-yield material for both cohorts. Florida defines three supervision levels as a checklist that loses elements as it loosens: direct supervision has five elements (examine, diagnose, authorize, on premises, approve before departure), indirect keeps four (drops only the approval before the patient leaves), and general keeps one (authorization — the dentist need not be present). A general-supervision authorization lives at most 24 months, and only a new clinical exam restarts it. Three tasks belong to hygienists alone — removing calculus, root planing, and gingival curettage — and no training course ever moves them to an assistant. Two things never leave the dentist at all: prescribing and diagnosis/treatment planning. And the trained-auxiliary restorative system runs on one sequence: dentist prepares, auxiliary places/packs/contours under direct supervision, dentist verifies — with a hygienist or assistant permitted to fit and contour a stainless-steel crown but never permanently cement it (rule 64B5-16.0061).
• Prescribing and E-FORCSE (ss. 466.017 and 456.44, F.S.; s. 893.055, F.S.). A Schedule II opioid for acute pain is capped at a 3-day supply; up to 7 days requires all three parts of the exception — professional judgment, the words "ACUTE PAIN EXCEPTION" on the script, and chart documentation. Non-acute-pain Schedule II opioid scripts carry the notation "NONACUTE PAIN." E-FORCSE, Florida's prescription drug monitoring program, must be consulted before prescribing or dispensing any Schedule II-V controlled substance to a patient 16 or older; skip the check and you must document why and cap the supply at 3 days.
• Sedation permits (s. 466.017, F.S.; chapter 64B5-14, F.A.C.). Florida runs a permit-tier system with named prohibitions: no propofol or ketamine without a general-anesthesia permit, no titration of oral medications to moderate sedation, and a dedicated pediatric moderate sedation tier — plus rule-specified adverse-occurrence reporting duties to the Board (rule 64B5-14.006). FDLR-heavy, but hygienists assist under these rules.
• Records and the dentist of record (ss. 466.018 and 456.057, F.S.; rule 64B5-17.002, F.A.C.). Florida's retention number is 4 years — from the patient's last appointment in the statute, from last examination or treatment in the rule — and the exam can ask it from several angles (charts, a deceased dentist's records, even the appointment book). Every patient has a named dentist of record, presumed responsible for treatment unless the chart says who else did it; an unnamed dentist of record is presumed to be the practice owner. Corrections are strike-through with date, initials, and an explanation — never deletion. A dental hygienist cannot be a records owner under s. 456.057, F.S.
• Discipline (ss. 466.028 and 456.072, F.S.). Florida runs two parallel ground lists — the dental-specific list in s. 466.028(1) and the all-professions list in s. 456.072(1) — and the Board may punish a violation of either, off one penalty menu that includes fines up to $10,000 per count (mandatory for fraud) and permanent revocation. The 30-day self-report duties (out-of-state license action; any criminal conviction or plea), the nolo contendere rebuttable presumption, and the impaired-practitioner referral track are all prime scenario material for both cohorts.
• CE and renewal (ss. 466.0135 and 466.014, F.S.; rule 64B5-12.013, F.A.C.). Dentists: not less than 30 hours per biennium, including 2 hours on safe and effective controlled-substance prescribing. Hygienists: at least 24 hours. Both cohorts: 2 hours of medical-errors CE every biennium, 2 hours of domestic-violence CE every third biennium, HIV/AIDS CE at first renewal — and CPR certification does not count toward the hours.
• Advertising (ss. 466.019 and 456.062, F.S.; chapter 64B5-4, F.A.C.). Advertised fees are minimum fees and must carry that disclaimer; free or discounted offers require exact dates plus the statutory 72-hour capital-letters refuse/cancel/reimburse notice; fee ads identify procedures by exact ADA nomenclature. FDLR-heavy.

FDLR vs FHLR emphasis. Both exams cover the whole body of law — the dentist written exam is defined as covering the laws and rules regulating "the practice of dentistry and dental hygiene," and the hygiene exam covers health-professions, dentistry, and dental hygiene law. The difference is emphasis. FDLR candidates should go deepest on prescribing, sedation, advertising, and proprietorship; FHLR candidates on hygienist scope (s. 466.023, F.S.), dental charting (s. 466.0235, F.S.), the remediable-task lists of 64B5-16, and the health-access-setting rules — with the 3% cap telling you not to over-invest in Chapter 456 minutiae. Each cohort still needs the other's framework at awareness level, because delegation questions are written from both sides of the relationship. The two ways candidates get Florida questions wrong are importing another state's law and studying from material written before Florida's recent rule changes. Both are avoidable if you know exactly where the divergences sit.

Another state's law in your head. These are the highest-risk carryovers we have verified against the Florida sources — the left column is the number a relocating candidate (California is the most common contrast) tends to carry; the right column is Florida's answer:

The rule of thumb: whenever your instinct supplies a number — a retention period, an hour count, a day cap — assume it is your old state's number until you have seen it in a Florida statute or rule.

Stale Florida material. Florida's own rules have moved fast enough that even Florida-written prep goes stale:

• The exam rules 64B5-2.013 and 64B5-2.0135 have current versions effective June 1, 2026 — what changed.
• The MOBILE endorsement rule (64B5-2.0141) was adopted December 2024; pre-2025 materials do not know the pathway exists.
• Chapter 64B27 and the "64 items" figure belong to the retired 2019 booklet — the current scope.
• s. 466.028 was re-lettered in 2024-2025: the catch-all older materials cite as (1)(mm) is now (1)(oo), and (mm) is the new orthodontic in-person-examination ground. The orthodontic statute itself, s. 466.0281, F.S., is 2024 law that older outlines lack entirely.
• The 64B5-13 discipline rules were amended in 2024 and again effective January 1, 2026; pre-2024 material will not match the current citation fines or guideline grid.
• The Board's own Laws and Rules Booklet is a frozen July 2023 snapshot — useful to confirm scope, never a substitute for the current statute and rule texts.

A quick self-test for any study resource: does it cite the June 1, 2026 rule versions, know the MOBILE pathway, and give up-to-67/up-to-64 item counts? If not, everything else it says needs re-verification.

Candidates typically prepare for 4-6 weeks, and exam volume clusters April through July around graduation. Because the exam is closed book with a 75% mark, preparation is memorization of current rule text — numbers, notations, and element checklists — not open-book lookup practice. Three habits that fit the exam's design: (1) Learn numbers in contrast pairs — 24-month authorization vs 2-year hygiene prescription vs 13-month health-access exam; the natural distractor is always a neighboring number from the same module. (2) Answer every item. Up to 5 items are unscored field-test questions, they are not flagged, and results are pass/fail — there is no partial credit strategy, only completed answers. (3) Study the current text. Where a rule was amended June 1, 2026, quiz yourself from the post-amendment version, because the superseded text is precisely what stale prep will have taught you.

Delivery. Both exams are computer-based at Prometric test centers, administered by ADEX/CDCA under contract to the Florida Board of Dentistry. The sitting is closed book: no statute or rule text is provided or permitted, and reference materials and electronic devices are conduct violations under the 2026 ADEX Candidate Guide. The clock. 90 minutes for up to 67 items (FDLR) or up to 64 items (FHLR) is roughly 80-84 seconds per item. That is comfortable for one-line recall items ("how long is a general-supervision authorization valid?") and tight for scenario stems that stack a supervision level, a task, and a setting. Flag and return rather than stalling; an unanswered item can only score zero.

Results. Pass/fail only, released in 2-3 business days. No numeric score, no content-area breakdown, no diagnostic report — which is one more reason to diagnose your weak areas before the sitting rather than hoping to learn them from a score report that will never come.

If you do not pass. Each retake is a full-fee sitting — $135 for the FDLR, $105 for the FHLR, the same as the initial attempt. No attempt limit is published in the rules or the Candidate Guide for the Laws and Rules exams, and no waiting period is published either; the practical constraints are scheduling availability and the fee. Two cautions attach: vendor registration credits expire 2 years from the original payment date, and if you hold a health access dental license, failing the Florida dental licensure examination is a mandatory revocation trigger under s. 466.00672, F.S.

Sequencing your file. Because the Laws and Rules exam sits on every pathway, it is the final gate on the licensure file even though it is not inside the clinical 18-month window. Plan it so a retake cannot delay your license: sitting it 4-6 weeks before you need the license issued leaves room for one full-fee retake and the 2-3 day result cycle. Application status itself runs through the Florida Board of Dentistry, not the vendor.
