Senate Bill 1453 set the current permit names — GA, MGA, MS, PMS (Pediatric Minimal Sedation, not moderate), OCS-A — and requires the dentist who administers or orders moderate sedation, deep sedation, or general anesthesia to stay physically present in the facility the entire time the patient is sedated; BPC §1682 requires written consent before moderate sedation, deep sedation, or GA, and (e)(2) adds specific information for general anesthesia in a minor.^{1 2} Nitrous alone or a single-dose adult minimal sedation needs no permit, but for a patient under 13 even minimal sedation requires a Board permit — PMS, GA, or pediatric-endorsed MS (BPC §1647.31(a)) — and moderate sedation under 13 requires an MS permit with pediatric endorsement or a GA permit, with the under-13 staffing/PALS-and-airway training package, never PMS alone.^{3 4 5} Two reporting clocks: BPC §1680(z) requires a written Board report within 7 days for a death during a procedure, discovery of a procedure-related death, or — except scheduled hospitalization — qualifying removal to a hospital or emergency center for medical treatment; sedation alone is not reportable.^{6 7} Criminal indictments and convictions run on the separate 30-day clock of 16 CCR §1018.05.⁸
